Hopelink brokers Non-Emergency Medical Transportation (NEMT) assistance trips starting in King and Snohomish counties for medical services covered by Medicaid.

To qualify for transportation assistance, please read the checklist below:

If all of these apply, good news, you’re automatically qualified for fuel reimbursement or a FREE ORCA Card!
(To activate an ORCA card, clients need to schedule at least one round trip. Clients who schedule fewer than 18 round trips per month receive an e-purse, while clients who schedule 18 or more round trips per month receive a monthly pass)
Don’t have access to a vehicle and cannot use public transit? If this applies to you, please call us so we can help determine which programs you may qualify for.
Other Reimbursements:
Hopelink can reimburse you for parking, bridge tolls, and/or ferry fees related to a medical appointment.
Please allow 30–90 days for reimbursement.
Requesting Transportation Assistance
Transportation assisstance requests can be made between 8:00 a.m. and 5:00 p.m., Monday through Friday. Requests must be submitted at a minimum of two business days in advance.

This is a secure document submittal for documents like gas reimbursement information, lost Orca cards, and doctor’s form verifying a client needs a different mode of transportation. Please include the client’s ProviderOne number on the document being submitted and an email address that we can follow up with. To attach documents, simply use the select button. Applicants must verify that their business meets all minimum requirements below before submitting an application.

A minimum of one year of Non-Emergency Medical Transportation (NEMT) experience, along with all required licensing to operate in Washington State.

A Vehicle fleet of five or more vehicles.

An established physical office located within Washington State.
All businesses interested in partnering with Hopelink must submit a completed application. To ensure consistency and proper tracking, all related communication should be sent to transportationcontracts@hopelink.org.
Frequently Asked Questions
To qualify for transportation assistance, you must:
- Have a current ProviderOne services card.
- Have no other way to reach your health care appointment.
- Ensure that the appointment is covered by your Apple Health program.
An agent will screen for eligibility and arrange the lowest-cost transportation option based on client needs. The most common transportation options include ORCA cards and gas card reimbursements.

- Your appointment date, time, and return time (if known)
- The reason for your appointment
We may ask additional questions to help find the closest appropriate provider and the transportation option that best meets your needs.
Hopelink NEMT serves as the Medicaid transportation broker for King and Snohomish counties. Trips originating outside of these counties should be coordinated through the local Medicaid transportation broker for the originating county.
